These are weapons used by mages and they come with stats that modify spells. This is most commonly done by adding magic or elemental damage to your spell but some special staffs can also reduce cast time. These weapons should be equipped in order to use active Magic Skills, but are no longer necessary for using many of them (some skill trees still mandate them, such as the entire Wizard Skills tree and certain spells within Priest Skills.
Staves are the higher damage, narrower AoE version of the two weapons both with a higher base damage at equal level (approximately double, just on the weapon) and the various special effects added to magic skills, and Magic Devices have more special effects and wider AoE. Staves are able to equip a sub-weapon (including a shield), Magic Devices cannot. Magic Devices can also be equipped as a sub-weapon (including for a staff) with very explicit restrictions to avoid becoming overpowered: their Attack and Crysta stats will not have an effect, however skills that get special bonus effects when a Magic Device is equipped will still get those bonus effects, but ONLY if the primary weapon is NOT a staff (which typically also get special effects from the staff so this prevents doubling-up on bonuses).
